The store where Masayuki Nishimura worked is called Majipara, an apparent play on the word Majikon, which means copying devices in Japanese. Majipara broke down devices and sold the, in separate devices. Other than that, the business' Twitter page often links to sites where illegal roms can be downloaded. Basically, it's like they were operating illegally in front of everyone.
Though flash devices used by pirates to copy games has been illegal in Japan for years, it was just last year when harsher penalties were ratified.
