According to My Nintendo News, as far as I've read it correctly, the artists were contacted through Twitter. 48 hourse after the project has begun, most of the Pokemon were already complete. We have seen this kind of collaboration projects before regarding Pokemon. Such as the Pokemon Battle Royale. Fans really are the best, especially the Pokemon fans. :)
