These art are the works of Instagram user @itsbirdy who draws Pokémon with hooded sweatshirts. Most of the time, the sweatshirts appear to be inspired by the Pokémon's evolution. Just take a look at this Charmander with a hooded sweatshirt inspired by Charizard:
